Merge PDF files on Windows 10 or 11 (free, no upload)

Quick answer: Windows 10 and 11 can open PDFs in Edge but can't combine them. Open this page in Edge or Chrome, add your PDFs, drag them into order and click Merge, then download one combined PDF. Your browser does the work on your PC, so nothing is uploaded, and it is free for up to 10 files at a time.

How this tool helps

Combine multiple PDF documents into a single file in seconds. Simply drag and drop your PDFs, arrange them in the order you want, and merge. Our tool preserves all formatting, bookmarks, and links from the original documents. Perfect for combining reports, contracts, invoices, or any documents that need to be in one file. Reorder pages by dragging them into position before merging. All processing happens in your browser - your sensitive documents never touch our servers. Merges up to 10 PDFs at a time on the free plan (more with Pro) and produces a clean, properly structured output document. Use it when you need to merge PDFs on iPhone, compress after merging, split a merged file later.

Combining PDFs on a Windows PC

Typical jobs: a CV and cover letter for one upload box, bank statements for a mortgage broker, or a set of scans for a solicitor. These notes help the merged file go through first time.

Why doesn't Windows merge PDFs?

Windows treats PDFs as documents to view and print. Edge's PDF viewer lets you read, highlight, draw and fill in forms, but has no option to add another file. Microsoft Print to PDF only prints one document at a time, so it can't join two PDFs either.

How do I get the order right?

The merged PDF follows the order of the list when you click Merge, not the order you picked the files. Rename files with a number first (01 CV, 02 Cover letter) if you are combining many, so they arrive already sorted.

What if the merged file is too big to send?

Merging adds the file sizes together. If the result is over an upload or email limit, run it through Compress PDF with a target such as 5MB or 10MB. Compression turns pages into images, so do it last, after merging, and keep the uncompressed copy.

How many files can I merge free?

Up to 10 files per merge and 3 tasks a day, with files up to 50MB each. A one-off Pro pass removes those limits. Nothing is uploaded either way.

Before you upload/share

  • Open the PDF and check every page before you send or upload it.
  • Keep the original files until the recipient or portal has accepted the document.

Frequently asked questions

Does Windows 11 have a built-in way to merge PDFs?

No. Edge can open and print PDFs, but it can't combine several into one. You need a tool such as this one, which runs in the browser without installing anything.

Will the merged PDF keep selectable text and quality?

Yes. Pages are copied across as they are, not re-rendered, so text stays selectable and nothing is compressed. Bookmarks from the original files are not carried over.

Can I merge photos and PDFs together?

Turn the photos into a PDF first with JPG to PDF, then merge that PDF with the others here.

What if one of the PDFs is password-protected?

The tool will tell you. Unlock it first (you need the password), then merge.

Is my PDF uploaded?

No. The PDF is opened and processed by your browser on your own computer. No request sends the file to PDFWhisk, which you can check yourself in the browser's Network panel (F12 in Edge or Chrome) while the tool runs.
