How this tool helps

HEIC (High Efficiency Image Container) is the format iPhones and iPads use for camera photos by default. It keeps photos small, but most upload forms, councils, letting agents and employers want a PDF instead, and Windows often cannot open HEIC at all. This tool turns one or many HEIC photos into a single PDF, one photo per page, without sending them anywhere. Photos are decoded on your own device: Safari on iPhone and Mac reads HEIC natively, and in Chrome, Edge or Firefox a decoder built into this page does the work locally. The rotation stored in each photo is applied, so portrait shots stay portrait. You can mix HEIC with JPG or PNG in the same PDF, choose A4, US Letter or fit-to-photo pages, and add margins for printing. Use it when you need to convert HEIC photos to JPG instead, convert HEIC to PDF in Safari on iPhone, combine several photos into one PDF.

HEIC to PDF: practical guide

Most people land here because a form, portal or employer wants a PDF and the photos on their iPhone are HEIC. These notes cover where HEIC files come from, how to keep the PDF under an upload limit, and when a scan is the better choice.

Which of your photos are HEIC?

Since iOS 11, iPhones save camera photos as HEIC when Settings, Camera, Formats is set to High Efficiency, which is the default. Screenshots are PNG, and photos that have been through WhatsApp or most email apps arrive as JPG. Photos copied to a PC by cable, exported with Keep Originals, or downloaded from iCloud usually stay HEIC, so those are the files Windows cannot open.

Keeping the PDF under an upload limit

A full-resolution iPhone photo typically adds a few megabytes to the PDF, so five or six photos can pass a 10MB email limit and most portals' 2MB or 5MB caps. Choose A4 pages, convert, then run the result through Compress PDF with the target size the form asks for. Check that names, dates and reference numbers are still sharp before you submit.

Photographing a paper document? Scan it instead

For letters, payslips and bank statements, the iPhone's built-in scanner (Files or Notes, Scan Documents) straightens the page and removes shadows, and saves a PDF directly. This tool is for photos you have already taken: ID cards, receipts, evidence for an insurance claim, or pictures someone has sent you.

Page order and orientation

Photos go into the PDF in the order you add them, and you can move any photo up or down before converting. The rotation stored in each HEIC is applied, so portrait shots stay portrait. If you held the phone sideways on purpose, fix that page afterwards with Rotate PDF.

Before you upload/share

  • Open the PDF and check every page is upright and in the right order.
  • Zoom in on small print such as ID numbers and dates before uploading.
  • Keep the original photos until the recipient has accepted the PDF.

Frequently asked questions

How do I convert HEIC to PDF on iPhone?

Open this page in Safari, tap the upload area, choose Photo Library or Browse, and select your photos. Pick a page size, tap Convert to PDF, then save the PDF to Files or share it. Everything happens in Safari on the phone.

How do I convert HEIC to PDF on Windows?

Windows often cannot open HEIC without an extra codec, but this page does not need one. Open it in Chrome or Edge, drag your HEIC files onto the upload area and convert. The first HEIC file takes a few seconds while the decoder loads; it then runs on your PC.

Can I put several HEIC photos into one PDF?

Yes. Select as many photos as you need in one go. Each photo becomes a page, in the order you add them. You can mix HEIC, JPG and PNG files in the same PDF.

Are my photos uploaded?

No. The photos are decoded and converted inside your browser. PDFWhisk has no server that receives your images, which matters for ID documents, payslips and receipts.

Why does my PDF keep the photo the right way up?

iPhone HEIC files store a rotation instruction alongside the picture. The decoder applies it before the photo is placed on the page, so portrait photos stay portrait instead of turning sideways.

Is the photo quality reduced?

Photos keep their full resolution and are saved at high JPG quality inside the PDF. A dozen full-size iPhone photos can make a large PDF, so use Compress PDF afterwards if a form has an upload limit.

How do I stop my iPhone taking HEIC photos?

Go to Settings, Camera, Formats and choose Most Compatible. New photos are then saved as JPG. Photos you have already taken stay HEIC, which is what this tool is for.
