Finding your PDFs with Files by Google
If you are not sure where a PDF is stored on your Android phone, Files by Google is the easiest way to track it down. Open the app and tap Browse, it shows your Downloads, Images, Documents, and other categories separately. PDF files appear under Documents, making it much faster than scrolling through a general file list.
Files by Google is pre-installed on most Android devices. If it's not on yours, it's a free download from the Play Store and is worth having for general file management.
PDFs stored in WhatsApp
WhatsApp saves received documents in a specific folder: Internal Storage → Android → media → com.whatsapp → WhatsApp → Media → WhatsApp Documents. If you can't find a PDF that someone sent you on WhatsApp, that's where it will be.
You can also access WhatsApp documents directly within the app: open the chat, find the message with the PDF, tap and hold to select it, then use the Share option to open it in Files or another app. From Files, you can then navigate to the merge tool.
Alternatively, forward the PDF to yourself (using Saved Messages or any chat) and then long-press to download it to your Downloads folder, where it will be easy to find from the file picker.
Samsung devices: native PDF merge in Samsung Files
If you have a Samsung phone running One UI 4 or later, there is a built-in PDF merge option in the Samsung Files app. Navigate to your PDF files, long-press to select multiple documents, then look for the Merge option in the menu that appears.
This is a convenient shortcut if you're on Samsung and only need to do a quick merge. However, Samsung Files gives you less control over file order and doesn't let you preview page thumbnails before merging. Common Android sharing patterns

After merging: what to do next
